You seem to be overlooking:

- progress it as it was approved by the WG and IETF LC and add an appendix recording contrary IESG opinions and identifying them as such
- progress it based on the text I suggested as was agreed by consensus in this discussion and add an appendix recording contrary IESG opinions and identifying them as such

This isn’t an IESG opinion. They get to write those themselves.
