Because the PLAT, which is a NAT64 do that. As it has been said before, there are thousands of hundreds of millions of subscribers doing that already, some of them started doing that several years ago (example T-Mobile in US). Look at the deployments in India and China for cases in other regions, not to forget European ISPs, some in Africa and some in LAC. I'm building a network (I can't yet disclose de details) in your region, for 25 millions subscribers using the same model, just slowed down because the Covid-19.
