I also believe that it would be rather timely for all of the registry 
policy development bodies to reexamine their accountability mechanisms 
to the affected communities (and do believe that there will be quite a 
bit of these reviews going on over the next year or so...)

However, at least per the language in the scoping document, accountability
of the policy development bodies is independent to the development of the
requested proposal for transition of NTIA's stewardship of the IANA functions.
