Had a recommendation of the of the IAB Character Set Workshop of April, 
1997, "to create a research group to explore the open issues of 
character sets on the Internet " resulted in work product, or had the 
request of the authors of the tsconf draft been adopted (for 
intermediate tables) achieved "hum" in the affirmative sense resulting 
in work product, or similar, then there could be one or more entries in 
the IETF Protocol Parameter Registry corresponding to character sets.

As others have noted, the IDN (in applications) Practices Repository 
arises from third-party acts.
