This is the "BUG": as "Being Unillateraly Global".
If this might be the way global communities (cf. RFC 6852) under 
influence may work, this is not the way the real world does.

The IETF proposes its way to run the digisphere.
ICANN to govern it.

There are billions of others in a "people centered" information society.
