Following up on my comments during the adoption call of draft-gandhi-ippm-stamp-ext-hdr, I propose this new draft to give context and generalize the idea of on-path active measurements.
This informational document does not define new methods or extensions but it aims to clarify how to perform on-path active measurements, both end-to-end and hop-by-hop, by combining hybrid telemetry methods (e.g. AltMark, IOAM) and active tools (I.e. ICMP, ICMPv6, OWAMP, TWAMP, STAMP).

Your comments and opinions are very welcome.

Abstract:

   This document describes how to employ active test packets in
   combination with Hybrid Methods to perform On-path Active Performance
   Measurements.  This procedure allows Hop-By-Hop measurements in
   addition to the Edge-To-Edge measurements.
