as someone rather deeply involved in the IETF's IPR discussions it is my opinion that the IETF has no realistic 
tools to prevent gaming the system, for example, by delaying an IPR disclosure - in spite of what RFC 6701 says

that said, the courts do

if the IPR holder were to sue someone for implementing the technology described in the RFC  for patent infringement
one of the defenses that the defendant could use is to point out that the IPR holder did not follow the IETF disclosure 
rules - this has been a successful defense in a few cases - in one case the IPR holder was blocked by the court from asserting 
the IPR against anyone implementing the standard effectively rendering the patent useless in relation to the standard
