Roy,

	The goal of producing the new AH and ESP specs is to avoid the need
for each transform to include all of the repetitive text that you
identified as redundant.  To that end, I endorse the notion of adopting
uniform counter sizes, padding, IV specification options, etc.  We are
trying to do that in the new specs and that's why I wanted to get a
definitive answer re the replay counter size.
