The Oakley document refers to draft-ietf-ipsec-dss-cert-00.txt, which 
seems to have long since expired (or did I miss it going to RFC?).

The reference is in Sec. 2.5.2.d.2: 

>    d.2 DSS keys w/ certificates
>       Encoding for the Digital Signature Standard with X.509 is
