FreeS/WAN is a Linux implementation under the GNU public license.

Version 1.1 shipped this week and, last I checked, the online docs on
the web site had not yet been updated; they still show 1.0 docs. There
are links to other Linux implementations, several for various *BSD
systems, and a few for other system in file WWWref.html of 1.0 docs
or links.ipsec.html in 1.1 docs.
