And to follow up, "out of the WG" doesn't mean "done and finalized" --
these are topics that I mostly expect to get more feedback on during the
IETF last call.  So we may want to go forward with what we have and polish
the text with involvement from the broader (e.g., transport) community.

Full disclosure: my queue is a little backed up at the moment, and if I go
in FIFO order it is likely to take a few weeks to clear that.  But that's
not a reason to wait, as there are a couple other documents from other WGs
that are about to enter the queue as well.
