So, what?  We are going to argue over the one true meaning of "free"?
Put away your tomatoes.  This is a religious issue.  (I am working on
PF_KEYv2 for FreeS/WAN, and use OpenBSD on my sparc for
interoperability testing.)  NIST has a free, reference implementation
of IPSEC including IPv6, which also supports PF_KEYv2, but is export
restricted.  As has been suggested before, I think, you may also want
to check KAME, from Japan.
