Hi,

a new version of the draft is published (sorry for late publishing).

This version addresses most of issues that were spotted during WGLC.
A few issues are not yet resolved and I'm going to discuss them
at ipsecme session at IETF 113.

The draft received quite a lot of changes, that I believe should
improve its consistency and clarity.
