Hi, please adopt 6man-stub-router-ra flag.

1. I agree with David Farmer that there should perhaps be some discussion
   about interactions with RA-Guard.  I think that this can be done after
   adoption.

2. The setting of the M and O flags has been a source of a lot of discussion.
   This document says to go read snac-simple, and that's appropriate.
   That conversation has occured in SNAC, and need not be repeated as part of
   this adoption call. (section 5.1.2.3 of snac-simple)
   
   I think that many 6man people might have an opinion, and I would invite
   you to review the conversation and do a review of snac-simple.
