Nothing prevents a host form configuring 'link-local' IPv4 address and
trying to reach other hosts over Ipv4 even if the network itself does
not provide IPv4 as a service.
However those v4 connectivity attempts will be unsuccessful indeed
(well, communication in the same broadcast domain might be OK as long
as L2 environment supports switching Ethernet frames with IPv4
inside).
