YEs, it means to not install rhis router now as a default router, but 
maybe do it later.

It is a matter of local configuration, but an Ethernet subnet might have 
several routers with lifetime==0 and one router with lifetime non-zero 
(the default router).  All these routers would rather have the same 
reachable time 10seconds.  The reachable time would depend on the kind 
of link layer technology, which is only one.
