A true point-to-point link layer makes that guarantee.

RAs could be exclusively unicast on a multi-access link (i.e. no multicast
RAs ever), which also provides that sort of guarantee.

A router would have to learn of a host's Link-Local address to send the
unicast RAs to. That would come from RS source address, MLD source address
for solicited node group joins for addresses, and in the future, GRAND NAs,
which all will occur soon after a host's interface comes up on the link.
