Hi, Giuseppe,

The reference is the symptom rather than the problem, so to speak.

i.e., if there's a need to normatively refer to "limited domains", the 
concept should be defined somewhere. However, it seems there hasn't been 
IETF consensus on the topic.

So if you remove the reference, you end up normatively referring to a 
concept that has never been actually formally defined. -- this might be 
an indication that e.g. the IETF should have taken on Brian's work on 
the topic.

Not sure how to proceed here...
