Yes, that is what the draft says. The client's DHCPv6 request messages are
included in RS options, and the server's DHCPv6 reply messages are included
in RA options. A unified IPv6 ND/DHCPv6 autoconfiguration service.

As near as I can tell, everyone wants prefix delegation which is by nature
a stateful service. Some seem to be questioning DHCPv6 as the correct
architecture for the stateful service, but if not DHCPv6 then there would
need to be a new prefix delegation architecture - perhaps a design from
scratch. But, when all is said and done, it would end up looking very much
like DHCPv6.
