COMMENT:

I'm changing my DISCUSS to an Abstain (a non-blocking position); the most
recent version does address some of my concerns, but not all. I'm clearing my
DISCUSS because I don't seem to have been able to adequately describe my
concerns and it feels obstructionist to continue to hold it.

I'd also like to apologize to the WG, authors, and Giuseppe in particular;
Giuseppe has been sending me mail and (politely) chasing me to respond and let
him know if his changes have addressed my concerns, and I've been sufficiently
frustrated by my inability to express my concerns concisely that I've been
ignoring it and not responding to him. Apologies again.
