Agreed.  I do not see any confusion with the M-, the O-, and the A-bits in RFC 4861 including any confusion with the bits and a CPE router operation.  I am a strong proponent of making protocols work with zero or least configuration variables.   Thus I too am not in favor of draft-ietf-v6ops-dhcpv6-slaac-problem-00 because I have yet to see a problem to be solved.
