Err, I dont think fe81::/10 is an abnormal LL.  I think fe81::/10, 
fe82::/10, ... febf::/10 are all normal forms of LL.

I did not mean fe81::/16, I meant fe81::/10.

fe80      is: 1111 1110 1000 0000
fe80::/10 is: 1111 1110 10
fe81::/10 is: 1111 1110 10
