From the chairs perspective it seems like you are in the rough seeing a problem here.
Since we are both at the IETF, why don't we and whomever else is interested sit down and talk this over?

Then write a draft to that effect. I am unclear on what you are trying to achieve, and from the thread it doesn't appear many others get that either.
