I do have a question which I don't see addressed (no pun intended) in the draft.  The text only refers to THE first-hop router on the network.  If there are multiple routers on the network which can respond to router solicitations, do they act independently in providing prefixes to the requesting hosts?  If so, how do they (or do they) guarantee uniqueness?  If not, do they need to share any additional state?
