I guess you refer to this part of that section:
> The sender performs a longest prefix match against the Prefix List to

With LL addresses the destination is necessarily on-link, so why 
performing that check?

Second, a "fe80::/64" is the same on each interface, so performing that 
check can not distinguish between interfaces.  It could as well be a 
"fe80::/10."

Or maybe you referred to another paragraph that I miss.
