Private entities are free to run their networks however they want. The
problem is when mechansims are placed in plublic networks that
unilaterally prohibit standard protocols or standard protocol features
from being used in their network. Ostensibly, providers may claim that
they are providing a benefit to their users, but in reality they
aren't. This is what is limiting innovation on the Internet.
