Indeed, I tried, and Internet Explorer works with 
https://[fe80::1%2525].  It does not complain about a syntax error and 
seems to be trying to open it.

I dont have an interface '25' though.  I dont have 25 interfaces on this 
PC, but less.  It's a normal laptop and the interfaces are named like 
this, when I type 'ipconfig /all':
"Carte Ethernet Ethernet 5"
or
"Carte réseau sans fil Connexion au réseau local* 1"

 >  IE supports RFC6874, not 6874bis.

I trust so, I did not check.
