I think the obvious and most easy answer here is "sponsoring".

I believe there are enough parties interested in providing good IPv6
services and from my point of view probably the biggest cost item will
be technical support for users. Running the registry, even allowing
reverse DNS and whois entries to be made would be on the lower side of
expense.
