If I knew CDDL I would propose a relationship between parameters that 
enforces that the prefix length plus IID length to make for 128.

RA might put a prefix of length 56 in there but the underlying 
link-layer protocol negotiates the IID.  That is currently a 64bit IID. 
  The sum does not make for 128.

Or maybe we dont want SLAAC to be the one who forms an address on the 
3GPP interface of a mobile device?
