That seems likely for at least battery-powered hosts.  But my point is that
the owner/operator is the entity that "is concerned" about power
consumption -- the node itself is just going to blindly do what its
software says, and does not have a mental process that is worrying about
power.  That is, this is purely an editorial matter, as I see it.
