On Ethernet, it is always required. The reason is this text:

   The recommendations in this document apply only in cases where
   implementations otherwise would have configured a stable IPv6 IID
   containing a link layer address.

Currently, implementations must configure a EUI-64 IID, per RFC 2464
section 4. Thus, by definition any currently-compliant implementation of
RFC 2464 "configures a stable IPv6 IID", all the time. If this document
becomes an RFC, a compliant implementation will thus have to follow the
recommendations of this document all the time.

If we want to clarify this, then I propose this text:

   The recommendations in this document apply only in cases where
   implementations otherwise would have configured a stable IPv6 IID
   containing a link layer address. Configuring a stable IPv6 IID is
   OPTIONAL.
