Let's put it this way: in general I am much happier with an IPR disclosure where the licensing statement includes a reciprocity clause. "RAND with possible fee" without a reciprocity clause would make me read the claims very carefully before deciding to implement. As I have no intention to implement this specification, I won't be doing that analysis, so I can't really say whether this is a show stopper.

The other IPR disclosures on this draft, which were sent in good time, do have a reciprocity clause, indicating that this WG is OK with such a license policy.
