Folks,

FWIW, this revision is the result of the resent discussions on the 
mailing list. The two main changes/incorporations are:

* Sections 4.1.1  specifies better default lifetime values for a number
   of ND options (in line ew what we have done in RFC9096)

* Section 4.4 incorporates the corresponding section from the individual
   submission.
