Ted, it depends upon how the router identifies what is a session to create the "virtual interface".
The session state mechanics is considered out of scope for this particular v6ops document. It can be done in many many ways... and the across reboots can be done in many ways also, depending on the capabilities of the router and the backend OSS system. Its out of scope.

The problem is that there is still required behavior around these "virtual interfaces" that needs to be documented.

E.g., Ole, what happens in your implementation if the router reboots?   What happens if a host chooses a new link-local address?   Etc.
