Brian,

The reason we didn’t show this draft as updating RFC7045 was because RFC7045 updated RFC2460, and later RFC2460 was obsoleted by RFC8200.   What is in Section of 2.2 of RFC 7045 was essentially brought into RFC8200.    We didn’t see the need to have this draft update RFC7045.

Versions -07 and earlier did show updating RFC7045, but that was changed in -08.  From the change log:

  *  Changed document that is no longer updates [RFC7045], it now
     clarifies it using the language of BCP 14.

We could change the draft to update RFC7045, but we don’t think it is needed given the document history.
