Both arguments speak for allowing double registration, so that people
are actually aware who is using what. If nobody has a good motivation to
disallow multiple registrations for the same prefix, we will implement
this the next days.

Because we did not think about anybody using it without wanting to
register it, but it's a good idea. And it has just been implemented and
published on https://ula.ungleich.ch/random/.
