The IETF requires IPR disclosures to be filed if someone knows of a possible IPR claim that might apply to an IETF document.    An IETF working group can take this into account when making a decision to advance a document.   Documents can be advanced with IPR claims.  The IETF does not develop opinions on the merits or relevance of IPR claims.   That is usually falls to commercial vendors when deciding to include a technology in their products.

There are other 6man documents that have been advanced with IPR claims.
