Sure, but not everywhere, e.g. not in the "DOS" command prompt. So you get the rather alarming result that in some contexts (e.g. ping) fe80::abcd%25 works if you have an interface #25, but in other contexts you must use [fe80::abcd%2525]. 

I just checked, and Internet Explorer (yes, it lives) does still accept http://[fe80::2e3a:fdff:fea4:dde7%257], but rejects http://[fe80::2e3a:fdff:fea4:dde7%7]. But other browsers on the same machine (including MS Edge) refuse to parse the zone index, of course.
