Windows Vista could do PD, you're saying newer Windows cannot? One had to 
turn on ICS - Internet Connection Sharing, though.

But yes, this is the case why one of my ISPs have stated that they have 
IA_NA on WAN, to support the "connect a computer and it should just work" 
case.
