For ULAs you might need zone indexes or otherwise specify the interface 
to employ, particularly if you're sending to a ULA address, and you 
don't have any ULAs configured. or, if you have e.g. two interfaces, 
each of which employing ULAs, but you're sending packets to a totally 
different ULA prefix.  Depending on which interface you choose you might 
or might not be able to reach there.
