Am not aware of (nor could I find) any RFC about a site-local DNS address.

The only mention is the long-ago expired draft you found (which I
vaguely remember having skimmed once).

And, of course, site-local has been deprecated for some time.

As for why _any_ OS would ever use this... ¯\_(ツ)_/¯
