What tweaks are we talking about? The major change that's being suggested
here is to increase the robustness of initial attach by changing "try three
times and then give up" to "exponential backoff". I don't think anyone
disagrees with that, right?

As for unicast RAs, that's an operational issue. The specs allow it, and as
Ole says, before going and changing the specs, we should hear (perhaps from
v6ops?) that this is a real-world problem, and that changing the specs is
the only or best way to fix that problem.
