Rate limiting of ICMP error message is part of the ICMPv6 specification RFC 4443.   

See Section  2.4. Message Processing Rules, subsection (f) of https://datatracker.ietf.org/doc/html/rfc4443.

Routers implement rate limiting ICMPv6 error messages.    Is there something specific about this draft that this needs to be called out?
