Rate limiting of ICMP error message is part of the ICMPv6 specification =
RFC 4443.  =20

See Section  2.4. Message Processing Rules, subsection (f) of =

Routers implement rate limiting ICMPv6 error messages.    Is there =
something specific about this draft that this needs to be called out?
