I think this draft is correct to leave this question open. It's
a deployment decision which will be very different for (e.g.) a
tablet connected for half an hour in a coffee shop versus a desktop
connected indefinitely in an office of a large enterprise.

I agree, I think the text should allow (but not require) the traditional
form of modified EUI-64 in the case of pseudo-random MAC addresses.
