So what else is needed? The whole specification is a BCP14 SHOULD,
which means that there
"may exist valid reasons in particular circumstances to ignore a
particular item, but the full implications must be understood and
carefully weighed before choosing a different course."
That is exactly what the browser implementors have already done.

I agree. Personally I won't take the lead on 4007bis effort, but I'm
sure it's needed.
