RFC 2365 defines something exactly along these same lines, for IPv4 multicast addresses that are meant to be used only inside a particular domain. So, there is at least this one precedent, and I don’t know that it causes any confusion. RFC 2365 is titled "Administratively Scoped IP Multicast."

In my view, there's no urgent need to make any changes. But if people feel this is just too confusing, then we can define this "admin scope" for IPv6 ULAs.

In practice, RFC 1918 addresses are the same thing. Administratively scoped, and they do not need to be limited to just one link.
