Maybe I missed it in the I-D, but this mechanism appears most useful for mobile devices, which roam among different networks. The stable Interface ID is only stable as long as the portable device stays connected to one access point, which presumably would not be very long.

With that in mind, I'd be in favor of pursuing this.
