Hi Nico,

While it is nice of you to note the efforts folks have made to point out
the problems, you still seem to miss their major point.  Boiled down, a
registry is an authoritative list of one kind of information.  Because of
how they are created, ULAs do not admit of such an authoritative list.
Telling people you have a registry of ULAs is very dangerous, because it
amounts to tempting them to believe that their choice being absent from the
list means it is available.  Only mischief can result.

If you want to describe your list as "ULAs seen in the wild" or "ULAs known
to have been in use, along with some dates", that would be less harmful.
But the real state of play is that someone creating a ULA cannot know it is
not in use elsewhere and therefore must maintain the administrative
boundary the system contemplates.   Please don't encourage them to believe
otherwise.
