Same for the Nokia implementation. It is session based p-t-p model and the session state is build upon for example IPoE, EAP-SIM, etc.... 

WG decided to exclude how the session state is achieved on the first hop router. We as WG decided that creation and maintaining of state on that access router over reboots is outside of scope for the /64 allocation per connected EU. Nothing new from standards perspective to give /64 to a EU is needed, then beyond what is in the document. We are discussing scope creep.

Or do as I do in my implementation.
Model each host as being on it's own point to point interface.
Configure the IPv6 prefix on that interface. That configured state is exactly like what we have in classic SLAAC.
